Transfer of Electricity-saving Policies (TRANSPOSE)

Background
Electricity consumption in German households is continually growing and its high primary energy intensity has consequences for the environment and energy security. Research findings show that there is a wide variety of ways to conserve electricity in private households. Private households in Germany could conserve much more electricity than is currently the case. Barriers at a number of levels make it difficult for consumers to use energy more sparingly.

Project aims
This project aims to identify these barriers and subsequently develop, on the basis of this information, policy instruments that could help stimulate and foster the sustainable use of electricity in German homes. Possible policy instruments range from better information and education strategies, measures to reduce transaction costs, and the strengthening of consumer power (such as producer-consumer dialogues) all the way to public-private partnerships, energy efficiency funds and top-runner approaches which elevate the most environmentally-friendly product technology in a market to the status of standard technology. The work to identify these policy instruments draws on examples of best practice from other countries. The TRANSPOSE project is examining the effectiveness of the individual instruments in the respective country and investigating whether it would be viable to transfer them to the German context. Transfer also means working closely with stakeholders to adapt the internationally most effective instruments for conserving electricity to the German context and initiate steps for their implementation.
